Orange County needs a dependable water supply today and for generations to come. That means planning ahead, maintaining and improving the infrastructure we already have, and making strategic investments that strengthen our water system for the long term.

Protecting Ratepayers

Every dollar MWDOC spends ultimately matters to Orange County ratepayers. Larry believes in careful, conservative management of public funds, weighing costs against benefits and making investments that provide lasting value while keeping water affordable.

Modernizing California's Water System

Northern California water remains an important part of Orange County's supply, but the system that carries that water through the Sacramento-San Joaquin Delta faces significant long-term challenges. Larry supports the Delta Conveyance Project to modernize the State Water Project and improve its reliability in the face of earthquakes, climate change and aging infrastructure. MWDOC has identified the project as important to Orange County, which relies on State Water Project water for roughly one-third of its needs.

Securing Our Colorado River Supply

The Colorado River has been asked to provide more water than the river can reliably produce over the long term. California and the other six Colorado River Basin states must find a durable solution that brings use and supply back into balance while protecting Southern California's water reliability.

Investing in Reliability

Much of California's water infrastructure was built decades ago. Maintaining, repairing and modernizing those systems is essential. Larry supports thoughtful investments in water infrastructure in Orange County, throughout Southern California and across the state when those investments improve reliability and provide value to ratepayers.

Water-use efficiency shouldn't simply be a response to drought. It should be part of the way we use water every day. Using water wisely helps stretch existing supplies, reduces unnecessary costs and makes Orange County more resilient when dry years come.

Larry supports an adaptable approach that captures opportunities during wet periods, prepares for prolonged drought and invests in a diverse and reliable water supply.
